摘　　要：医疗保险改革既是利益的调整也是利益的博弈。改革是要付出成本和代价的,政府财政担当相关群体参加医保的筹资主体就是角色重新定位的明证。如果不付出应该付出的代价,中国的经济就不会有今天的发展;如果不付出应该付出的成本,构建社会主义和谐社会就不可能实现。The medical insuarance reform is not only the adjustment of the interests,but also the gaming of the interests. The reform needs to pay costs. The main financial body,the government,plays the role of guiding the related groups to participate medicare, which is the evidence of repositioning. If the government doesn＇t pay the price , Chinawon＇t have its present economic development. If the government doesn＇t pay the costs ,building a harmonious society can＇t be achievevd.
