水电工程移民安置环境容量分析指标体系研究

摘　　要：传统的以耕地承载人口为主的移民安置容量分析已不能满足目前工作的需要。新的移民安置环境容量分析指标体系研究明确了以人为本的移民安置环境容量的有关定义,运用发展的理论通过对移民安置环境容量的分析,在以往采用零散的定性指标分析整理的基础上,从土地承载力、经济社会水平、环境人口容量等概念出发,归纳提出了移民安置区环境容量分析的人口密度、人均资源占有量、人均纯收入、环境资源质量、社会风俗条件等衡量移民安置环境容量的主要指标体系,供实际工作中定性、定量判别移民安置环境容量使用。The traditional resettlement environmental capacity analysis methodology, which focuses on cultivated land carrying capacity, couldn＇t meet the needs of nowadays work on resettlement environmental capacity analysis. This paper, which definitudes the Resettlement Environmental Capacity following the principle of People Oriented, and researches resettlement environmental capacity analysis methodology by development theory, and based on absorbed experiences of qualitative analysis methodology, produces Resettlement Capacity Analysis Index System comprises of population density, per capita owned resources, per person net income, environmental resources quality and social customs from the researching of land bearing capacity, social-economy condition, environmental capacity, and etc. The researching production will help the resettlement capacity quantity and quality analysis in resettlement planning.
