摘　　要：道德权利所体现的是公民之间利益上的"应得",其在利益选择多样性的公民社会面临的实践难题有着复杂性。人们重视权利或者道德权利是因为它的实质在于对人的社会价值和利益的肯定。关注民生关键在于保护公民正当利益或权利,而这种保护的有效性又在于和谐、公正的社会建设真正落到实处。Ethical rights embody the ＂deserved interests＂ of the citizens and face difficulties in application in the civil society where exist multi-choices of interests. People attach importance to rights or ethical rights because such rights confirm the social value and interests of mankind. The concern for the people relies on the protection of the legal rights or interests while this protection relies on the establishment of a harmonious and impartial society.
