摘　　要："教育券"制度是基础教育投资体制改革深化的产物。有利于对政府与学校的职能转变,有利于受教育者与投资者的权利保障。在坚持平衡关系、整体发展、逐步完善的原则下,完善"教育券"的运行机制。＂School voucher＂, a kind of basic educational system, is the product of deepening reforms of the investment system of basic education. It is beneficial to the government and school to change its function, and it is also the basic guarantee of the rights of educatees and investors. Therefore, we must insist on the following principles to perfect the operational mechanism of school voucher： balancing the relationship between market and education, overall development and gradual improvement.
