多媒体数字无障碍信息技术与日本为阅读障碍人群服务的实践

摘　　要：阅读障碍是一种学习障碍和特定的语言障碍,它在世界各国普遍存在。为服务包括阅读障碍人群在内的信息获取弱势人群,日本残疾人康复协会于2001年开始多媒体数字无障碍信息系统技术的研发并最终取得了成功。然而,著作权法成为阻碍数字无障碍信息系统更进一步推广的一大樊篱。为此,日本的残疾人组织已经组成了一个委员会来修改著作权法,并且日本图书馆协会也成立了图书馆为残障人士服务委员会,在全日本所有图书馆推进面向残障人士的信息和图书馆服务。Dyslexia is a type of study handicap and a specific language handicap,which is normal around the world. For serving the disadvantaged groups, including persons with dyslexia, Japanese Association for the Rehabilitation of the Disabled began to research Digital Accessible Information System （DAISY） in 2001 and got achievement finally. However, copyright law becomes the biggest barrier which blocks the DAISY spread. Japanese Disabled Orgnization organizes an association to revise copyright law. Japanese Library Association（ JLA ） also establishes The Committee of Library Services to Persons with Disabilities to provide information and library service for the disabled.
