贫困地区农村公共卫生政府投入现状分析

摘　　要：目的了解贫困地区农村公共卫生政府投入的现状。方法根据世界银行贷款卫生Ⅷ项目地区年报资料统计其相关数据,用SPSS软件进行相关描述性统计分析。结果在样本地区政府对公共卫生的投入比重较高,但考虑到当地经济水平,仍然存在投入总量不足、地区间差异较大等问题。结论明确贫困地区各级政府责任,合理分摊公共卫生费用,完善中央政府转移支付制度,确实加大政府对公共卫生的投入力度;努力拓展公共卫生筹资渠道,加大社会筹资力度,同时发挥第三部门的作用,促进公共卫生服务的提供。Objective To Find out the status of government investment in public health in poor rural areas. Methods The annual report of World Bank project Ⅷ was analyze by SPSS software. Results The proportion of government investment in public health in pilot areas was higher than that of the average, but the total investment was insufficient and regional differences still existed. Conclusions Firstly, the public health financial responsibility for rural areas should be rationally shouldered by governments of several levels. Secondly, the system of the financial transference payment between the central government and the local governments should be improved. Thirdly, the financing channels for public health in rural areas should be broadened and nongovernmental and nonprofit organizations should be encouraged to provide public health services.
