青海省国有科技资产管理机制改革现状分析

摘　　要：深化国有资产管理体制改革要求尽快转换国有资本经营机制,转变对国有资本的行政管理方式。青海省国有科技资产经营公司是按照中国《公司法》中国有独资公司的形式组建的,但从近几年公司的运行状况看,现行资产管理体制在很大程度上依然保留着原有模式的弊端,为进一步完善青海省国有科技资产管理体制和运营机制,加强对国有科技资产的监督和管理,提高运营质量和效益,确保国有科技资产的保值增值,本文对青海省国有科技资产经营公司管理机制的现状进行调查并剖析其存在的问题,以期对今后管理机制的进一步改革提供依据。Intensified the reform of state-owned assets management system asks for rapid change in state-owned capital operating system, and changes in official management methods of the state-owned capital and corporations. Qinghai State-owned SciTech Assets Operating Company is established in the form of the state-owned company according to the prop Company Law. And its current rty management system still keeps a large degree of its former shortcomings, which we can tell form its recent years＇ operation. In order to improve its management system and operation system, and to enhance its operation quality and efficiency,and also to make sure the value of state-owned SciTech assets to be remained or increased, this article has investigated its current management system and analyzed its remaining problems, hoping that it can provide some research foundation for the further reform of its management system.
