摘　　要：全球气候日益变暖,已成为当今影响最为深远的全球性环境问题之一,引起了世人广泛关注。近期诸多重大国际会议都把关注的目光聚焦于气候变化,其议程之密、规格之高,尚属空前。温室气体在全球气候变化中扮演了重要角色,加强了"温室效应"的作用,使极端气候事件近年来频繁发生,给人类社会生产、消费和生活方式以及生存空间等社会发展各个领域都带来了巨大影响。气候变暖的负面影响往往具有长期性、累积性、非线性,其后果具有灾难性、不可逆性。为抑制全球变暖,国际社会根据"共同但有区别的责任"原则,对一些发达国家设定温室气体限排额度,将CO2等6种温室气体的排放进行控制,这是国际环境与发展合作领域的重大突破,虽然可预期的直接环境效益一时难估,但它所孕育的多元机制具有长效作用与持续潜力,必将长久地影响世界气候的变化趋向和可持续发展的进程。当前,国际社会需进一步加强合作,沿着巴厘岛路线图前行,切实为地球筑起生命的防线。The global wanning has been one of the most influential global environment problems and attracted extensive attention all over thc world. Recently many important international conferences have focused on the climate changing, which are unprecedented with more dense agenda and higher standards. Greenhouse gases play an imponant role in the global climate changing, which strengthens the greenhouse effect, causes extreme accidents of climate to happen frequently and brings enormous influences on the production, consumption and living methods of human society, as well as the living space and other fields. The negative effects of the global warming are durable, cumulative and nonlinear, whose consequences are disastrous and irreversible. To control global warming, the international society sets emission limit of 6 sorts of greenhouse gases such as CO2 for some developed countries according to the principle of ＂Common and Differential Liability＂. And this is an important breakthrough in the field of international environment and development ＆ cooperation. Although the anticipated effects on environment are beyond estimate, the multi-mechanism bred will certainly affect the changing trend of the global climate and the progress of the persistent development. Currently the international society needs to further enhance cooperation along Bali Island to set up the defense line for life on the earth.
