摘　　要：当今,人的全面发展已成为时代的口号以及人们表现自己需要和愿望的实际呼声。从我国目前来说,效率与公平的矛盾是现阶段我国市场经济条件下影响人的全面发展的突出矛盾,并且随着效率问题的相对解决,公平问题表现突出,因而从利益分配和资源配置两方面来考虑建立有效的公平调节机制,对促进人的全面发展是必要和重要的。The national and cosmopolitan character is not only a contradiction in promoting national culture and developing advanced culture in the context of globalization, but also a main conflict in the current stage of our country influencing people＇s comprehensive development. It is therefore impetative to unveil its effect on the comprehensive development of the whole nation and establish a valid mechanism for general intercourse for the development of current advanced culture and people＇s comprehensive development.
