摘　　要：现有环境下农民利益受损理性选择信访制度,信访制度一定程度上维护了农民的利益,但也存在局限。改革完善信访制度,维护农民利益,要坚持以人为本,科学决策,民主决策;畅通农民利益表达和维护渠道,及时化解矛盾,缓和冲突;实施法律援助,实现司法公平公正;高度重视信访工作,将大量矛盾问题解决在基层。Nowadays when peasants＇interests are invaded illegally, most of them rationally choose to resort to correspondence and visitation system. To some extent, it maintains peasants＇interests. However it is imperfect. It can be improved from the following aspects. With man being the center, to make a decision scientifically and democratically ; With presentation and maintenance channels smooth, to solve contradiction and conflict in time; With the help of laws, to realize judicial equity ; With much importance to correspondence and visitation system, to resolve problems in grass roots.
