摘　　要：学报办刊定位的综合性、内向性与当前的学术评价体系存在结构性矛盾。发展非核心期刊类学报应充分发挥"人的主观能动性",整合目前的核心期刊遴选体系,高校制定适合本校发展的学术评价机制,学报要做大做强特色栏目,探索联合办刊路径和赋予学报法人地位。There is a structural contradiction between journal positioning comprehensive and the current academic evaluation system. It should be given full play to the ＂people＇s initiative＂ to develop the non-core journals. It should be integrated the selection system of core journals. The universities should settle down academic evaluation mechanisms for themselves to develop their journals. The journals should develop their special columns in order to achieve core journals.
