摘 要:电网企业的资产投资大、运行周期长、覆盖范围广,电网项目规划、设计、建设、运营直至退役各环节紧密联系,电网企业开展资产全寿命周期管理,有效地解决传统管理模式中电网资产的管理各个阶段被人为割裂的问题,在电网安全可靠运行的前提下,实现资产全寿命周期成本最低。从资产全寿命周期管理理论出发,分析电网资产全寿命周期管理的特点,找出现有管理模式与资产全寿命周期管理模式存在的差距,探讨了电网企业开展全寿命管理的重点,提出了相关建议。Grid corporations are characteristic of large investments in equipment assets of long operation cycle, and a large service area. In the duration of a power grid project, all the processes from planning, design, construction, operation to decommissioning are closely linked and the assets are distributed over a large area. Assets life cycle management is used to overcome the weaknesses in the traditional management mode, where each phase of managemaent is factitiously separated from the others, and minimize the life cycle cost of power grid assets while guaranteeing safe and reliable operation of the grid. On the basis of the life cycle management theory, this paper analyzes the characteristics of life cycle management of power grid assets, and finds out the gaps between the existing management pattern and the advanced assets life cycle management pattern. Key issues on implementation of life cycle management in grid corporations are discussed, and relevant suggestions put forward.
