摘　　要：青藏高原因地域、历史、社会等因素的制约，历来为交通闭塞区域。这区域既需要通过加大交通建设力度改变现状，又必须尊重所在区域传统文化，避免生态环境遭受破坏，保障失地农牧民的权益。本文试图以法治为视角，对交通发展与有关权利的冲突进行分析，以利问题的解决。Because of the factors such as region, history, society, and so on, Qinghai-Tibet Plateau has been an unenlightened--traffic region. For one thing, the traffic construction should be expanded dynamically and the present situation must be changed, for another, the local traditional culture must be respected to avoid destructing the ecological environment and guarantee the rights of peasants who have lost their lands. This article attempts to analyze in the view of rule of law, the conflicts between traffic development and the concerning rights for solving the problems.
