摘  要:政府作为社会契约和公共产品的提供者其效能高低对社会发展有巨大的影响。文章首先对政府、政府雇员和公众的关系进行分析,得出政府效能低下的根本原因在于政府均衡科层结构通过多重委托——代理机制形成过程中,政府雇员理性与政府理性的不一致,政府运作效能提高的根本出路在于行政体制改革。然而行政体制改革的漫长性迫使我们思考如何在现有体制下提高政府行政效能,文章认为可以从监督机制、激励机制和补救机制建设出发,尽可能提高政府雇员与政府理性的一致性,进而提高政府效能。The government serves as the provider of social laws and deeds, and social services and goods, whose efficiency has a huge bearing on the development of the society. The paper first carries out an analysis of the relationship among government, government employees, and the general public and then comes to such a conclusion that the fundamental reasons accounting for low government efficiency lie in the incongruity of logos between the government and its employees during the formation of the agent mechanism after multiple entrustment through the government's balanced hierarchical system and that the ultimate way of improving the efficiency of the government is to undergo a reform of the political system. However, the le ess of the reform in political system compels us to contemplate how to improve the government administrative efficiency under the existing political structure. The paper maintains that government efficiency could be promoted through the construction of mechanism of supervision, mechanism of motivation and mechanism of remedy as well as through cementing to the highest degree possible the congruity of logos between the government and its employees.
