摘　　要：科学发展观的根本方法是统筹兼顾;统筹城乡发展是民族地区及全国全面建设小康社会的内在要求,是破解包括民族地区在内"三农"问题的根本出路,是实现民族地区及全国城乡经济社会和谐发展的客观要求;推进民族地区统筹城乡发展是一项长期性的系统工程,具有特点不尽相同的阶段性,困难点在农村社会,根本在于体制和机制,最重要的是要"以人为本";对统筹民族地区城乡产业发展与产业布局、城乡劳动就业与人口布局等问题的认识与思考。Basic way of scientific concept of development is to plan jointly so as to take into consideration every aspect of a matter. To make a overall plan about the development of urban and rural areas is the inherent requirement in national areas and of comprehensively building a well-off society in the whole country. It is the fundamental solution to solve the ＂Three Rural Issues＂ including in national areas, and it is the objective requirement to attain the harmonious development in national areas and in the urban and rural areas of the whole country. To Plan overall about urban and rural areas in national areas is a long project. Different phases have different features. The difficult point is in the rural society. The root is in our system and mechanism. And the most important point is to be ＂people - oriented＂. The author gives her own thought about the problems of urban and rural industrial development, industrial distribution, urban and rural labor employment, population distribution and etc.
