解决山西省医学科技文献资源平台建设现存问题的构想

摘　　要：应用系统研究、比较研究、综合分析和逻辑归纳的研究方法,在系统论的理论基础上,提出目前建设这一平台存在的诸多问题;以资源配置、平台运行与利用、平台管理与维护以及利益分配为线索,论述系统内部问题的相应解决对策;并且从发展政策、自身市场竞争力和相关法律问题3方面探讨系统外部问题的解决对策。By using the various methods of system research, comparison research, generalized analysis and logical induction, many problems were raised based on the system theory. Take the allocation of the platform resources, movement and use of the platform, management and the maintenance of the platform as well as the benefit assignment as a clue, the corresponding solutions to the system interior problems were elaborated; and the corresponding solutions to the system exterior problems have been discussed on three aspects of the development policy, its own market competitive ability and the related legal matters.
