摘　　要：高校高水平运动队的建设与发展是一个系统工程,是由人才结构、教育管理机制、物质条件等多层次、多因素组成的目标管理体系。本研究以系统化、科学化的理论和方法为指导,系统分析和研究,为高校高水平运动队的建设和发展提供一套切实可行的管理方案。The organization and development of high- level athletic team in colleges and universities is a systematic project, which is a system of management by objectives composed of such multiple levels and elements as talent construction, system of educational management and physical conditions. This research is guided by the systematic and scientific theories and methods and through systematic analysis and research to provide a valid management program for the organization and development of high- level athletic team in colleges and universities.
