农村社会养老保障苏南模式改革机理分析——以江苏省无锡市为例

摘　　要：推进城乡和谐发展,如何解决"小三农"(农民工、失地农民和纯农民)的养老后顾之忧。无锡最为典型的苏南模式改革的思路是,立足保障理念更新与保障机制创新同步,分类指导与动态管理结合,以统筹城乡、全面覆盖、注重公平、增进福利为基点,完善"城保"、"地保"、"新农保"三项制度,落实"以工补农"战略,在加快城乡一体化的社会养老保障体系建设中创出特色。It is necessary to ensure rural migrant workers＇, lost-land farmers＇ and farmers＇ living in their old age to promote the harmonious development between urban and rural areas. The southern Jiangsu reform mode carried out in Wuxi mainly represented the following features： based on synchronization of renovation of concepts and mechanism, integrating differential guidance and dynamic management, adhering to the principal of unifying plans for rural and urban areas, realizing thorough coverage, stressing equality and increasing welfare, optimizing urban working staff basic insurance, regional old-age security and new rural.endowment insurance, implementing the strategy of ＂ city compensating the countryside＂, thus setting up new characteristics in unifying social old-age security in urban and rural areas.
