发展我国巨灾债券的思考

摘　　要：汶川大地震唤起了人们对以地震险为代表的巨灾保险更多的关注。发行巨灾债券可以减小巨灾对保险业的冲击,实现灾后有效救济。具有扩大再保险公司承保能力、改善投资者投资组合结构等优势,通过巨灾债券的发行与交换,进一步培育我国金融市场,促进保险中介服务机构、资信评级公司的成熟发展,完善法律、会计、税收以及巨灾风险统计资料的收集制度,建立完善的定价系统。Wenchuan earthquake has aroused people to pay more attention to Earthquake Insurance. In order to solve how to improve the relieve after the disaster on the basis of reducing the catastrophe to strike to the insurance, this text suggests to develop the catastrophe bond in our country, because it can extend the ability of accept insurance of the reinsurance company and improve the efficiency of the investment portfolio etc. At this stage we have a series of measures to solve our faced problems, including continuously improve and develop of the financial markets; nurture the insurance intermediary service agency and rating organization; improve the legal, accounting, tax system; collect the catastrophe information and data, establish the pricing system ; set up catastrophe of the Securities Commission etc.
