摘　　要：为了理顺南水北调东线的水资源管理体制,顺利实现跨流域调水的运营管理,达到水资源优化配置的目的,对南水北调东线的准市场进行了数学描述,对水资源管理体制的战略演进进行了分析。引入新的水测度概念,指出了水测度曲线与行政干预程度负相关,揭示了准市场管理模式的4象限演化过程,提出了水权交易在准市场环境下有行政模式、市场模式和混合模式3种管理模式。In order to rationalize the water resources management system of the eastern route of SNWT, smoothly realize the operations management of the inter-basin water transfer, and achieve the purpose of optimizing the allocation of water resources, a mathematical description of the quasi-market of the eastern route of SNWT were carried out. The strategic evolution of the water resource management was analyzed, a new concept for measure water was introduced, pointing out that measure water curve had a negative correlation with the administrative intervention, The four quadrant evolution of the quasi-market management model was revealed, It was proposed that the water rights trading had three management modes （administrative mode, market mode, and mixed mode） in the quasi-market environment.
