中国城市应急管理体系的现状及完善

摘　　要：城市应急管理体系对影响城市各项功能正常发挥、危害城市生态系统平衡的各种破坏城市公共安全的威胁因素起到预警、制约以至根除的作用,其作用是保障城市居民的人身安全和财产安全以最大限度地减轻人员伤亡及财产损失并维护社会稳定。因此,城市应急管理体系成为现代城市管理不可或缺的重要组成部分。中国城市应急管理体系的完善就是要将其建立在危机管理概念之上,建立在综合的管理基础之上,建立在法治行政基础之上,建立在政府与社会共同治理的基础之上。The system of municipal emergency administration plays an important role of early warning and restriction and elimination to the threat factors which affect normal elaboration of municipal functions, jeopardize municipal ecological balance and destruct municipal public safety. Its role is to ensure the body safety and the property safety of municipal citizens. It can reduce injuries and deaths and property loss to the maximum limitation and protect society stability. Therefore, municipal emergency administration system should become an important part of modern municipal administration. The improvement of the municipal emergency administration in China is that we build it on the bases of the concept of crisis administration and the comprehensive administration and the legislature administration and the common governance of the government and the society.
