高校基础研究投入的瓶颈及发展路径分析

摘　　要：我国高校的科技创新实力得到不断提升,基础研究的规模和水平也有很大的增强;但是,在高校基础研究的进一步发展路径中仍然存在很多制约性的因素,尤其是在研发经费的投入问题上。目前,我国高校基础研究的投入强度低、来源渠道单一、分配结构不合理。为此,我们应该建立R&D经费的多元化投入机制、实现R&D经费分配结构的合理化。The ability of the Science and Technology innovation in our universities is enhanced step by step, and the scope and level of basic research are improved. However, there are many restricting factors in the further development, especially on the R＆D funds. Presently, the funds on basic research are insufficient, the source of the funds is single and the assignment structure is unreasonable. In order to change the situation, we should diversify the source of R＆D funds and make the assignment structure of funds reasonable.
