摘　　要：深圳的高新技术产业经历了从无到有、从零星小厂到单一科技园、再到产业带的发展历程。本文首先阐述了深圳高新技术产业发展历史和现状,深圳无论是从产业布局、支撑体系、创业技术氛围上,都具有明显的优势。最后,针对政府发挥作用的方式和人才引进及稳定问题得出结论:政府应该着眼于市场的培育,促进产业集群即创新网络的形成;需要完善人才相关的0各种配套设施,保证人才的供应和稳定。Shenzhen has witnessed the development of its high-tech industry at an astonishing speed. This article expatiates on the history and status in quo of high-tech industry development. Shenzhen has the dominance over industry distribution, support system, the atmosphere for innovation and etc. Aiming at the role our government plays and the problem caused by brain drain and brain gain, the author concludes that the government should pay more attention on cultivation of market to promote the industry cluster; it should make sure that ancillary facilities related to talents are well-equipped, which can meet the need of the development of high-tech industry.
