开放型经济的重要内涵:走出去

摘　　要：推动企业走出去是提高开放型经济水平的重要支撑。在概述我国企业对外投资、对外承包工程、劳务合作取得成绩及存在问题的基础上,提出企业走出去必须坚持国家战略与企业微观目标相结合,必须坚持全球布局与重点突破相结合,必须坚持企业是主体、民营企业是重点,必须坚持互利共赢、共同发展。立足于推动企业更好的开展国际化经营,进一步提出要全面加强对走出去的引导、协调、服务和管理,重点从加快立法进程、转变政府职能、完善政策体系、加强自主创新、协调整合力量、提升沿边开放等方面寻求突破。Promoting Chinese enterprises ＂going global＂ is an important step to advance the opened economy. This article is aimed to summarise the achievements and problems in relation to the foreign investment, contracted foreign projects and labour cooperation issues in China. Based on the above, it is proposed that, in order for Chinese enterprises ＂going global＂, we must combine our national strategy with the enterprises＇ objectives and combine the global plan with the key breakthrough in China. Besides, we must treat the enterprises as the major laetor and the private enterprises as the key with an objective to mutual benefits and mutual development.For assisting the enterprises to better conduct their international operations, it is further proposed in this article that we must strengthen our overall guidance, coordination, service and management for Chinese enterprises to go international and the key concerning this is to promote the legislative progress, to convert the governmental fenctions, perfect the policy -making system and facilitate the openness along the bordering areas by way of independent creation and coordination of all the forces.
