摘　　要：从地域生产综合体层面切入,提出了东北老工业基地是一个特殊的生产组织系统--地域生产综合体。基于地域生产综合体本身固有的属性,提出了地域生产综合体在建设时期就已经潜伏了巨大的集聚风险;并对东北地区地域生产综合体的3种风险因素同时发作时所出现的"老工业区"问题、"老企业"问题、"老体制"问题和东北地区地域生产综合体的"结果"进行了分析。The paper points out that the Northeastern old industrial base is a special production organization system from the point of view of territorial productive complex. Then the paper shows that the territorial productive complex has embedded agglomeration risk during the building period owing to its inherent attributes. Finally,the paper analyzes three problems： ＂the old industrial district＂, ＂the old enterprise＂ and ＂the old system＂ when the agglomeration risk breaks out at the same time, and analyzes the ＂result＂ of the territorial productive complex in the northeastern old industrial base.
