青海省实施“青藏专项”的制约因素与对策建议

摘　　要："青藏高原地质矿产调查与评价项目"是2008年国土资源大调查重点项目之一,它能否顺利实施受到包括青海地勘投资等多种因素的制约,破解制约要采取如下对策:(1)建立科学的资金体系;(2)进一步完善地勘工作管理体系;(3)加强能力建设;(4)加大基础性工作投入,加强基础研究;(5)为青藏专项营造基础性、公益性、战略性地质工作的环境;(6)加强高海拔地质技术标准的研制工作;(7)加强安全救援系统和后勤保障系统建设。The project of geological and mineral resource surveys and evaluation in the Qinghai-Tibet Plateau is one of the important projects of large-scale land and resource surveys in 2008.Its smooth implementing will be restricted by many factors such as geological and prospecting investment in Qinghai etc.The next countermeasures should be took for breaking through the restricting factors: 1.Establish scientific fund system;2.Improvement management system of geological and prospecting work;3.Strengthen ability training;4.Increase basic work investment and research;5.Building up favourable conditions for basic,public and strategic geological work of Qinghai special project;6.Strengthen the research and formulation of geological technologic standards in high elevation regions;7.Strengthen the construction of safety and rescue system and logistic guarantee system.
