摘　　要：本文从总量和结构两个方面阐述了我国农村公共服务投资所取得的成就,分析了其存在的问题,提出了改善我国农村公共服务投资体制的对策:明确各级政府职责;调整财政支出结构;着力化解地方政府债务;完善基层财政转移支付制度;合理确定公共财政覆盖农村的优先顺序。The paper elaborates achievements in investment of public service in rural areas from two aspects of amount and structure,and analyzes the existing problems from it.Finally this paper put up the countermeasures to improve the investment system of public service in rural areas,defining the duty of all levels governments;adjusting the structure of finance expenditure;focus on solving local government debt;consummating grass-root financial transfer and payment system;confirming reasonable priorities of public finance coverage in rural areas.
