摘　　要：文章通过对日本中小企业政策及其演变进行分析,提出了观点:必须充分认识中小企业对我国经济发展的作用,并遵循其发展规律,建立各类金融机构广泛对接的信用担保体系,选择合适产业升级方式,支持中小企业技术创新。Based on the analysis of the Japan＇s policy on the small and medium-sized enterprises developments and the policy development, the article prnposed some opinions that we shall realize the significance of small and medium-sized enterprises in China＇s economic developments, follow the developing roles to build up all kinds of financial organizations and well-connected eredit guarantee System, and select the right ways to upgrade the industry, while supporting the technical innovation of those small and medium-sized enterprises.
