摘　　要：安全管理体系(safety management system,SMS)是新世纪国际民航组织(international civil aviation or-ganization,ICAO)为提高航空安全水平而采取的重大举措。结合我国《民航空管安全管理体系指导手册(试行)》及前人所取得的相关研究成果,提出了建立集风险识别、风险评估、风险控制、指标预警为一体的空管安全风险管理系统,并研究了其构成及运行流程。研究目的在于帮助我国空管系统顺利实现SMS中的安全管理程序,保障我国民航又好又快地发展。SMS （safety management system） is an important measure to improve the level of aviation safety in the new century. With the relevant requirements of the Civil Aviation Safety Management System Manual Guidance and the achievements of all precursors, the ATM safety risk management system was proposed, which contains risk - identification, risk - assessment, risk - control, index system. Its composition and operation processes were also studied. The purpose of the study is to make safety management process possible and to protect our country＇s civil aviation to develop in a better way.
