摘　　要：新建管道开展完整性管理是保证管道运行期安全的本质基础,只有在新建管道建设期间开展完整性管理,通过风险评价、设计风险减缓设施等完整性管理措施降低管道本质风险因素,为管道的安全运行奠定基础。对新建管道完整性管理的理念、国外新建管道完整性管理现状与特点、国内新建管道完整性管理需求和今后新建管道完整性管理研究和应用方式等模式进行了探讨,提出了新建管道完整性管理的理念、原则和管理框架,为系统开展新建管道完整性管理探索了一种科学可行的管理模式。Integrity management for new pipeline design and construction is an essential safety foundation for pipeline operation.Only by carrying out integrity management measures through risk assessment,design risk mitigation equipments,can the essential risk be reduced and the foundation for pipeline safety operation be laid.Current situation and characteristics of integrity management for the new pipeline overseas are provided.After discussing the demands of new pipeline management in China and its research and application in the future,the paper brings forward concepts and principles for the integrity management and management frame of the new pipeline,and provides a scientific and feasible management mode for the new pipeline.
