摘　　要：随着我国对高校科研投入的逐步加大,高校已经成为我国科技创新的沃土。目前,一些高校对知识产权管理并未给予足够的重视,在知识产权管理方面存在许多问题,给高校知识产权创造、保护和运用带来了一系列负面影响。国家知识产权行政管理机关应该加强对高校知识产权的管理工作,形成国家和高校知识产权二元管理结构,以解决当前高校知识产权管理方面存在的问题。With the increase of investments for China＇s University research, the University has become a fertile ground for China＇s scientific and technological innovation. But some universities have not given the enough value to the intellectual property rights management; there are still many problems in the intellectual property rights management which brought a series of negative influences to the intellectual property rights＇ creation, protection and utilization. The national intellectual property rights administrative department should strengthen the management work of university intellectual property rights, forms a intellectual property rights＇ dual management structure of the nation and the universities to solves the problems of current universities＇ intellectual property rights management.
