摘　　要：在HLA(High Level Architecture:高层体系结构)的仿真设计过程中,联邦的概念模型是对问题域的抽象,是对联邦功能与行为的描述。本文首先提出了开发FCM (Federation Conceptual Bodel:联邦概念模型)作为开发联邦的概念模型的"核心"的思想,并在此基础上,建立FCM和其他概念模型的关系,提出了一种建立FCM的方法。最后,以此思路利用UML工具对空降实例进行了FCM建模。In the process of M＆S,the federation conceptual model is the abstract expression of matter. As one kernel of the federation function and action description, FCM （federation conception model） should designed in a big way. According to the relationship between FCM and the other models,the paper advance one way to establish FCM based on HLA（High Level Architecture）.At last,we give an instance of airborne described by UML to found FCM.
