摘　　要：农村基础教育发展和政府存在密切关系，和政府财政存在密切关系，和各级政府财政存在密切关系。只有采取措施，完善政策，切实强化中央及地方各级财政的支持和投入力度，中国农村基础教育才会改变目前的弱势局面，出现蓬勃发展的新局面。The decelopment of the rural basic education is combined to the government and the government finance closely. The government must take some measures,improve the polices and enhance the strength of the support and the finance investment. If the government can do these things,China＇s rural basic education will change the vulnerable situation into the vigorous situation.
