对高校学生资助政策落实的若干问题的思考

摘　　要：在高等学校学生资助政策体系落实过程中,政府、社会组织机构、学校和学生在角色、目的、义务和利益等方面存在着相互差异和矛盾,不仅影响着四者合力的形成,而且还制约着政策体系实施的进程。为了进一步促进该政策体系的落实,上述四大主体必须各履其责,高校与社会互利联动,教育与管理并驾齐驱,扶贫与奖优同步推进。In the enforcement of the new policies for aiding college students poor in financial condition, the government, social organizations, colleges and students are different from and even contradictory between one another in role, aim, duty and interest, which hinders not only the formation of their cooperative force, but also the process of their carry--out. In order to implement the policies better, it is necessary for the ＂four subjects＂ to carry out their duty respectively and consciously, for colleges and the society to cooperate with beneficial share, for the colleges to improve the education and management altogether, to aid the poor and to reward the excellent in the meanwhile.
