摘  要:以柯布-道格拉斯生产函数为基础建立运力发展模型,定量分析甘肃省营运载货汽车数量与汽车货运量的关系,结果表明营运载货汽车处于规模回报递减和总量过剩状态,进一步说明运力结构调整的必要性.通过运力发展模型计算出满足特定需求的冷藏保温车和集装箱运输车的理论配置数量,为专用车型的投放计划提供参考.并列举了行政管理部门进行运力结构调整的政策保障.Structural adjustment is an effective way to industry progress and upgrading. As freight capacity is a basic element for transport production, its structural adjustment will certainly help the road freight industry to urge its growing mode and to improve its competitive ability. Some questions of the composition and quality of freight capacity are put forward during the process of studying the present situation in Gansu province. Based on Cobb-Douglas productive function, a development model of freight capacity is built in order to make a quantitative analysis of the relation between the number of trucks in operation. The result indicates that the returns of trucks in operation are decreasing in scale and its total amount is oversupplied. So it is very necessary for road freight industry to adjust the structure. Besides, to meet the given freight demands, the refrigerator/insulated trucks and the container trucks are calculated respectively in theory by means of the defined model. It can be used as a reference to the planned development of special trucks. In the end, some suggestions to adjust the structure of freight capacity are advanced for the administrative departments.
