摘　　要：高校学生党支部是高校党委的最基层组织,高校学生党支部负责人是高校党委最基层组织的领导人,因此,必须通过建立公开选拔机制,推进党内民主;建立激励约束机制,强化监督管理;建立培训教育机制,提高整体素质等措施,加强高校学生党支部负责人队伍建设,以推进高校基层党建工作。Student Party branch in universities is the basic organization of the Party committee. Persons in charge of the branch are considered leaders of the fundamental organizations of the Party committee in universities. Therefore, an open election system should be established to promote democracy in the Party; incentive and control mechanisms should be set up to reinforce supervision and management; training and education mechanisms should be set up to improve the over-all quality. All these measures aim at enhancing the team construction of persons in charge and promoting the basic-level Party construction.
