污水处理厂TBT融资模式的应用分析

摘　　要：阐述了我国污水处理厂现有的BOT、TOT、TBT融资模式。以大连市1个污水处理厂为例进行TBT模式的应用构想，并对TBT的2种方式分别进行分析。指出TBT模式进行污水处理厂的建设，可以节省投资，充分回用污水处理厂出水，实现污水资源化；把TBT模式应用于污水处理厂和热电公司，除具有以上优势外。还可节省热电公司的用水成本和工业水厂的水处理成本。Build-operate-transfer （BOT）, transfer-operate-transfer （TOT） and transfer-build-transfer （TBT） adopted as financing modes for wastewater treatment plants in China were expounded. A proposed application of the TBT mode for a wastewater treatment plant in the City of Dalian was presented as an instance, while analysing the use by two types of this mode respectively. It has indicated that the TBT mode could not only save the investment, but also fully reuse the effluent of wastewater treatment plants. In addition, when the TBT was used for wastewater treatment plants and thermal power plants, reducing the expense for water use in thermal power plants as well as lowering the cost for wastewater reclamation treatment in industrial waterworks could be gained.
