摘　　要：教育作为混合产品具有公共产品属性,层次越低,这种属性越大。因此政府理应承担相应资金投入的责任,尤其是对义务教育的投资责任。由于受教育者的易流动性,使教育具有较大的外溢性,造成县乡投入与收益的不相称。因此,提高义务教育资金中高层政府财政投入权重是极为必要的。As a mixed product, education has the public products attribute. The lower the level is, the more obvious the attribute. So the government should take the responsibility for relevant investments, especially those in compulsory education. The mobility of the educated led to overflow of education and caused the disproportion of investment and return in county and township. Therefore, it is ex- ceedingly necessary to increase financial input of the high-level government in compulsory education.
