摘　　要：随着经济全球化、经济金融化、金融全球化和金融自由化的迅猛发展,短期国际资本在很大程度上已逐步演化为专业性投机资本,具有高度流动性、隐蔽性和攻击性等特征,往往会对一国乃至世界经济金融发展造成威胁。当务之急是进行政策搭配与协调,提高国家经济金融实力,防止爆发系统性的金融危机,并将金融安全与主权提高到与国家领土和外交主权同等重要的地位。With the process of economic globalization, financial freedom, financial globalization going on in recent years, short term capital has gradually evolved to become professional speculative capital with the characteristics of high liquidity, invisibility, and aggressiveness, often posing threat to the financial development of a nation and even the world. So it is imperative at present to match and coordinate relevant policies to improve the national economic and financial strength in order to prevent systematic financial crisis from happening and to heighten the financial security and sovereignty to the same position as the national territory and diplomatic sovereignty.
