摘　　要：本文在分析政府实施民营企业集群公共政策必要性的基础上,提出了促进民营企业集群发展的公共政策的原则和目标,并就政策取向进行了阐述,主要包括有利于民营企业集群发展的外部环境、产业结构、支持系统等。Based on the analyzing the necessity of the government bringing public policy into effect, the author puts forward the principle and objective to improve the development of enterprise groups under the current public policy, and also discusses the policy orientations in favor of enter- prise groups, mainly concluding the exterior conditions, industrial configuration, sustaining systems.
