江西社会保障改革发展三十年:历史、成就与前瞻——以养老保险、医疗保险为例

摘　　要：改革开放30年来,江西社会保障事业稳步健康发展。社会养老保险发展历经退休费用社会统筹、统账结合以及统一并轨三个阶段,其覆盖面持续扩大,改革不断深入。医疗保险改革历经大病统筹、试点及全面改革和发展阶段,初步建立新型农村合作医疗制度。同时,社会养老保险制度的覆盖面及持续性仍有较大改革空间,医疗保险制度间差异较大,需要进一步扩大城镇养老保险的覆盖面,建立多层次农村养老保险制度,加快医疗卫生体制改革,促进江西社会保障事业的持续健康发展。Jiangxi social security enterprise Develops steady for 30 years after reform and open policy. Development course of society old-age insurance has three Stage： the retired expense society plans, Union of Individual account and society plans, Union of Jiangxi and Nation. The coverage of society old-age insurance expands continually, reform is unceasingly thorough. The medical insurance reform also experiences serious illness society plans, reform experiment, comprehensive reform and development stage. New rural cooperatives medical service system preliminary established. At the same time, the coverage and durative of society old-age insurance system have big reform space, the difference of medical insurance system is bigger. The coverage of urban society old-age insurance need be expanded further, rural society old-age insurance need be established, medical treatment and health system reform need be quickened, The Jiangxi social security enterprise needs to develop sustained and healthy.
