政府支持民办高校发展的路径选择

摘　　要：我国民办高校正遭遇整体走弱的系统性风险,鉴于我国高等教育的政府主导模式,政府支持是帮助民办高校走出困境、健康发展的有力保障。政府支持的内在逻辑是基于民办高等教育的服务属性、民办高校发展的法理依循和民办高校自身的生存诉求。政府支持是一个系统性行为,具体路径包括转变政策隐喻、资助鼓励及地方立法等。Our non-governmental higher institutions have been weakening in a systematic risk as whole. Based on the governmentleading mode of Chinese higher education, the support of government is forceful guarantee for non-governmental higher institutions to get rid of predicaments and develop healthily. The support of government has its intrinsic logic, which is based on the service attributes of non-governmental higher institutions, their legal following and existence pursuit. The support of government should be systematic. So in order to guarantee healthy development of non-governmental higher institutions, specific transform policy metaphor, financial aid and local legislation should be included.
