摘　　要：高新技术的发展对河南省实现经济转型具有重要的意义,但是发展高新技术的关键在于构筑源源不断的高新技术创业企业培育体系。文章在分析科技部与国家发改委目前政策的基础上,结合河南省高新技术产业发展与创业资本政策现状,设计了若干支撑河南省高新技术创业企业快速发展的创业投资体系发展策略。It has enormous meaning to realize the economic transformation of Henan Province that the development of high - tech and new industries, but the key point is how to build the cultivating system of high - technology and new enterprises on the start - up phase continuously. On the basis of policies analysis about the Ministry of Science and Technology and the National Development and Reform Commission, being connected with the status of the development of high - tech industry and the policies of venture capital of Henan Province, this paper designs innovative strategy of investment system of venture capital that has some aspects to support developing rapidly of Henan Province＇ s high - tech and new industries.
