摘　　要：提高民族地区基本公共服务水平,实现基本公共服务均等化,是巩固和发展社会主义民族关系的需要。近年来,民族地区的基本公共服务虽有一定发展,但基础教育落后,公共文化服务缺乏,公共卫生资源不足,农村低保覆盖面窄,保障水平低等问题还很突出,民族地区基本公共服务与发达地区比较差距明显。建议中央财政加大对民族地区的财政转移支付,为发展基本公共服务提供财力支持;继续实行对民族地区的优惠扶持政策,帮助民族地区提高自我发展能力;完善对口支援政策,创新发展公共服务的体制机制,为提升民族地区基本公共服务水平创造条件。To upgrade common service in ethnic area and to equalize it are necessities to consolidate and develop the socialism national relationships. In recent years, the common service in ethnic area has somewhat developed, but there exists problems of stagnated basic education, insufficient common culture service and sanitary sources and lower coverage of minimum living standard security, this made an evident gap with the developed region. It is proposed that central government strengthen its financial support to develop the common service in ethnic area, continue its preferential policies to improve its self-development and perfect partner assistance and develop system of common service creatively.
