摘　　要：教育券制度是西方国家对教育投资体制的一种创新,其概念背后是一种典型的以消费者需求为导向的资助机制,它在西方教育领域的盛行对我国高等教育投资体制和教育资助计划改革以及教育治理机制的建设都具有重要的借鉴意义。在高等教育领域内引入教育券制度有利于把公共教育资源的配置权交还给市场,具有实现教育公平和效率,促进公立高校和民办高校协调发展,满足学生教育选择权等现实意义。Education Voucher System is a kind of innovation of education investment system in western countries and it is a typical mechanism to take the consumer need as the priority. This system can be introduced into the reform of investment system and aid plan as well as the construction of education management in China＇ s higher education , which can help to return the allocation of public education resources to the market and realize education equality and efficiency, contributing to promoting harmonious development of the public and private and to satisfying the student＇s options etc.
