摘　　要：文章对范式的概念作了界定,将范式区分为自然科学领域的范式和社会科学领域的范式。文章主要从社会科学领域的范式角度出发,分析公共行政范式的继承与创新,阐释公共行政范式的演变与竞存:即从民主宪政到管理效率,再由管理效率向民主宪政回归,在向民主宪政回归的基础上再到政治、管理和法律途径的多元视角。The article defined the concept of paradigm and considered the paradigm from the view of natural science field and social science field. On the base of paradigm of social science, the article analysis the inheritance and innovation of public administration paradigm which existed in the state of competing with each others： the focus of the paradigm changed from constitutionalism to management and efficiency, then go back to constitutionalism. On the base of that, the focus of the paradigm turned to understanding management, politics, and law in the public sector.
