摘　　要：发展伦理认为,社会发展的最终目标和最高的价值追求是人的自由而全面的发展,人的发展的最终目的就是人的幸福。因而在发展实践中,就要不断扩展人们的实质自由,提高人们创造幸福的能力,从而实现GNH最大化,真正坚持以人为本的科学发展观。In view of development ethics, the final target and cardinal value of society is to realize most of its members＇ allaround and free development. The final target of the human being is happiness. On the way of development practice, the essential freedom must be extended, and the creation ability of happiness must be strengthened. And consequently, the GNH would be maximized, and the human-oriented scientific development concept would be really practiced.
