摘　　要：当今社会企业人才培训与开发是基于人的发展的。从人力资源管理的角度对人的发展进行定义,指出人的发展是现代企业人才培训与开发的基本定位、基本职能和基本动力,并给出了基于人的发展的现代企业人才培训与开发的"3+4"理论框架。The society is in knowledge economy times and enterprises＇ talents training and cultivating is based on human development. This study defines the human development viewing from the human resource management. It is pointed out that the human development is the basic position, basic function and basic driving force of enterprises＇ talents training and cultivating, and a theoretical frame of ＂3 ＋ 4＂ is proposed for the talents training and cultivating.
