摘　　要：阐述了环境与环境问题以及技术进步给环境带来的正负效应,探讨了促进技术进步与改善环境的措施,提出了应通过加强环境技术的可获得性,依据符合目的的价值观来选择、使用有益于环境的技术等措施,促进改善环境的技术发展,进而提高环境质量的建议。This paper expounds the environment environmental issues and the positive and negative effects of the technological progress on the environment, probes into some measures for promoting the technological progress and environmental improvement, and puts forward some suggestions on accelerating the development of the technologies for improving the environment and further improving the environmental quality such as strengthening the availability of the environmental technology, and selecting and utilizing the technologies beneficial to the environment based on the values fitting in with the target.
