摘　　要：构建完善的医疗保障制度是当今我国医疗体制改革的核心内容之一。结合中国建设和谐社会的国情和现状,通过对比和分析国外医疗保障制度的经验,为完善和发展我国医疗保障制度提出了参考建议。希望建立以政府为主导,适当引用市场机制,"低水平、广覆盖、多层次"协调发展的医疗保障体系。Construction of a perfect medical security system of China is one of the core elements in today＇s medical system reform. Combined with China building a harmonious society system and the present conditions, we analysis and make a comparison of the foreign medical security systems and get a conclusion that it is necessary to establish a government-led, appropriate citations to the market mechanism, ＂ low level, wide coverage, multi-level＂ coordinated development of the medical security system in China.
